New Freedom
Lack of adequate transportation often is a barrier for individuals of any age with a disability. CICOA’s New Freedom transportation voucher program, funded locally through an FTA grant awarded by the Indianapolis Public Transit Corporation, helps reduce that barrier.
The program serves a broad range of people with disabilities including those with vision impairments, people requiring assistive devices for mobility, and those undergoing treatments that may impair driving ability or make it difficult for them to access regular public transportation.
Program-eligible participants can arrange for transportation for both medical and non-medical needs across county lines throughout Central Indiana.
Qualified individuals may purchase up to 20 vouchers per month from CICOA at $6 per voucher. Each voucher is good toward a one-way trip, for any purpose, from an approved list of taxi and other transportation providers. Depending on the distance involved, providers may require two vouchers per one-way trip. Many providers are willing to transport participants across county lines. One attendant may accompany a participant at no additional charge.
Referrals for the voucher program are open to persons with a disability from the public at large in Marion County and the surrounding counties. Individuals using transportation options such as IndyGo’s Open Door or the Indianapolis Senior Center’s Para-Transit service are also encouraged to apply.
Vouchers are issued to a specific individual, not an agency, and are non-refundable and non-transferable. There is no minimum requirement on the number of vouchers that an individual must purchase. Vouchers will expire at the end of the calendar year.
Once the individual receives the vouchers, it is the individual’s responsibility to contact a company or agency from the New Freedom Transportation Provider list to schedule trips. At the time of pick-up, the individual will present the voucher(s) to the transportation provider to pay for the trip.

After an initial phone assessment, qualified individuals will receive a consumer packet consisting of an application form, voucher order form, provider list, and guidelines for using the vouchers.
