Partner Agencies

CICOA partners with hundreds of private businesses, not-for-profit organizations, and faith-based organizations to provide services to older adults and people with disabilities of all ages in Central Indiana.  These services include transportation, information, legal services, nursing home ombudsman (advocates for nursing home residents),  respite care, attendant care, homemaker services, nursing services, habilitation services, home modifications, home delivered meals, neighborhood meals, pediatric nursing care, and many others.

Besides the direct value these partner agencies provide to the public, the funds CICOA provides or brokers to these partners has a significant and positive economic impact in the area by pumping millions into the local economy.  These partners provide jobs, and most of CICOA’s services are necessarily labor intensive, providing the human touch to people in need. 

Organizations become service partners in three different ways: 1) open-ended contracting, 2) competitive bid, and 3) volunteer initiatives. The largest number of business partners become providers of service through the Medicaid Waiver and CHOICE programs with an open ended contract, meaning there is no guarantee of a dollar volume of service CICOA will purchase from the provider partner.  The consumer is given the choice of providers it wants to use to buy a particular service. However it should be noted that CICOA has temporarily stopped adding new provider partners. 

CICOA engages in a competitive bid process for services every two years. The next bid process begins early in 2011 for services to be provided between July 1, 2011 and June 30, 2013.  The funds that are advertized for bid in late January or early February of 2011 will be used to purchase services with Federal Older Americans Act funds.  These services include transportation, information and assistance, caregiver support services, nutrition services, legal services, ombudsman services, advocacy, and health promotion.  Winning bids are awarded for fixed amounts of revenue for each year of the contract.
