Chief Executive Profile
PRESIDENT/CEO CICOA Aging & In-Home Solutions, Inc. is seeking a dynamic President/CEO to lead
the largest area agency on aging in Indiana. The successful candidate will have
extraordinary interpersonal skills and be able to develop productive
relationships with both internal and external constituents. He/she will be an
innovative thinker and creative problem solver with a participatory,
collaborative approach to challenges.

CICOA'S BACKGROUND CICOA Aging & In-Home Solutions serves older adults and people with disabilities
of all ages in Marion and the surrounding seven counties. Incorporated in 1974,
CICOA is a nonprofit organization governed by a volunteer board of directors.
CICOA's services are funded through federal, state, local, public and private
funds and the support of the CICOA Foundation.
CICOA's mission is to help build communities that enable older persons and those
of any age with a disability to live with the greatest possible independence,
dignity and quality of life.
CICOA achieves its mission by providing, brokering and funding a wide array of
services and actively advocating for a senior-friendly community. In fiscal year
2007, CICOA's 150+ full-time and part-time employees and its 300+ providers
enhanced the quality of life for Hoosiers by: Providing information and assistance to over 36,000 people;

Assisting 2,028 people with care management services in their homes;

Assessing 5,039 in nursing homes for home care or nursing home placement;

Delivering 393,440 meals through home delivered meals and neighborhood meal
sites;

Providing $129,853 of respite care or supplemental services;

Distributing 23,000 Caregiver Solutions resource guides.
In addition, CICOA funds transportation and legal services programs, contracts
with home care agencies to provide an array of home health services and provides
funding for home modifications and adaptive aids that enable seniors to continue
to live independently in their homes. CICOA also serves as an advocate for
seniors and persons with disabilities by seeking changes in laws and policies
and by working to make communities more elder-friendly.
CICOA Aging & In-Home Solutions is governed by a 19 member Board of Directors.
The CICOA Foundation, a separate entity that supports and helps fund the
agency's mission, is governed by a 21 member Board of Trustees. CICOA also has a
federally mandated Advisory Council of 30 members whose primary purpose is to be
aware of the needs of older Hoosiers and to advocate for remedies.
CURRENT SITUATION The current President/CEO is retiring after 28 years of service. His successor
will inherit a professional 16 member leadership team and a well-trained staff,
operating in a culture of teamwork. Programs are mission-driven and
well-established. The organization's budget is healthy: CICOA's combined audited
financials for 2007 (CICOA Aging & In-Home Solutions and CICOA Foundation) show
assets of $3,645,444. with revenues of $15,976,347 and net assets at year-end of
$2,710,781. Approximately 47% of revenue comes from state grants and contracts;
39% from federal grants and contracts; and 7% from Medicaid service fees.
KEY RESPONSIBILITIES
- The chief executive of CICOA reports to the Board and is responsible for moving
the organization forward in pursuit of its mission. Specific duties include:
- Serving as CICOA's key visionary and strategic thinker to anticipate and analyze
trends in the field and to work with the board and staff to position the
organization to grow and thrive.
- Creating and maintaining alliances, partnerships and collaborations with other
organizations that can help CICOA advance its mission.
- Serving as the chief fundraiser, responsible for diversifying and increasing
revenue streams.
- Working as a team with the two boards of directors on matters of governance,
mission, vision, strategy and fundraising.
- Developing and implementing a public relations plan to promote awareness,
increase visibility and differentiate CICOA from other nonprofits in the
community.
- Assisting the board and staff in developing, implementing and monitoring a
strategic plan to guide the organization.
- Managing the organization's budget (currently $16 million).
- Providing leadership, guidance and development for a staff of 150+ (full and
part-time).
- Meeting a growing demand for standard and innovative services from a rapidly
expanding population of seniors, especially in rural communities.
- Establishing and maintaining relationships with city (newly elected) and state
officials.
- Advocating and leading in the formulation of public policies that improve the
lives of seniors and people with disabilities.
PROFESSIONAL REQUIREMENTS Candidates should have a master's degree or equivalent experience and five years
of senior management, with increasing responsibility, in a nonprofit,
for-profit, government, professional or health-care organization.
- Candidates should have demonstrated the following skills, characteristics and
competencies in their previous employment:
- Personal qualities of integrity, openness, compassion and sensitivity to the
needs of others.
- Successful public persuasion skills and experience (media, public relations,
lobbying, government relations, etc.).
- The ability to lead by example and by articulating a clear, collective vision
that motivates and inspires.
- Success in developing beneficial collaborations with other entities.
- Success in philanthropic fundraising.
- Capacity as an innovative thinker and creative problem solver.
- Working knowledge of financial management and budgeting.
COMPENSATION Salary will be commensurate with experience and qualifications. Compensation
includes a comprehensive benefits package.
