CICOA is Indiana's largest area agency on aging and serves Boone, Hamilton, Hancock, Hendricks, Johnson, Marion, Morgan, and Shelby Counties, where more than 20% of Indiana's population lives. Established in 1974 by an amendment to the 1965 Older Americans Act, CICOA Aging & In-Home Solutions celebrates 35 years of service in 2009.
In FY 2009, CICOA and its network of 300 for-profit and not-for-profit providers provided the following services for older adults and persons with disablities:
Aging & Disability Resource Center • Handled 43,000 incoming and outgoing calls providing information and assistance. • Conducted 2,789 telephone assessments, 2,103 collateral contacts and 1,922 follow-up contacts. • Reduced the CHOICE waitlist by nearly 500, thereby eliminating the waitlist. • Distributed more than 12,000 Solutions resource guides. • Participated in 75 health fairs and speaking engagements. • Added a volunteer coordinator.
Care Management • Provided in-home care management services, such as homemaker, home health aide and attendant care, to 3,747 clients. This represents more than $5.1 million in brokered services. • Completed 12,351 home visits. • Assessed 6,383 clients for appropriateness of nursing home placement. • Conducted nearly 1,700 CHOICE and Medicaid Waiver activations, a 55 percent increase over the previous year. • Increased our unduplicated caseload by 65 percent over the previous fiscal year. • Hired 16 new care managers and reorganized our care management staff into seven teams, each with a supervisor, team leader and care managers.
Meals & More • Delivered 422,145 meals in our eight-county area using CICOA drivers and volunteers of other contracted caterers. This is an ALL-TIME high, representing more than 1,600 meals per day. • Served 91,259 meals at neighborhood sites. • Increased the total number of meals served by 13 percent. • Started two new home-delivered meal routes. • Purchased a new delivery van for home-delivered meals. • Opened a Morgan County meal site.
Caregiver Assistance • Provided direct respite and supplemental services to 101 caregivers through our Elder Solutions program at a cost of $252,449 for respite care and $19,350 for supplemental services: personal emergency response systems, home-delivered meals, home safety modifications and equipment needs. • Contracted with nine agencies to provide respite support and supplemental services to an additional 1,500 caregivers.
Lifelong Living Communities • Advocated for elder-friendly communities with local area officials through the work of Lifelong Living Communities. • Modified and improved safety and home access in the Indianapolis Fountain Square neighborhood for 31 homes through Lifelong Living Communities’ work and collaboration with other area organizations.
